Thanks for your response. Honestly, this is very frustrating. However, I planning on suing them by the end of the month. Sometimes, we have to take the bull by the horn.

USCIS  is an overwhelmed agency. 
 

Waiting longer and expecting the same results is the definition  of <<redacted>>.  
 

File a suit in federal court. 
 

You would not be filing a writ of mandamus since that is a request to force USCIS to make a decision.  Instead you would be filing a lawsuit with federal district court to review your application de novo (anew).  
 

This takes the case completely away from USCIS though USCIS might offer to settle with you before its trial. (Don’t agree to drop the suit until you have a naturalization certificate in hand).
 

This gives you, the person suing, the power to decide who adjudicates your case. To finally be in a position of power over USCIS would be cathartic.  
 

You would also be removing one backlogged case from USCIS and doing everyone a favor.
