Which country is she from? 
 

Minimum 15 -17 years. Kid 1 aged out, kid 2 will probably also age out, kid 3 has a chance. 
 

You’re only petitioning your sister so one I-130 needed. Later on she’ll be adding her dependents at NVC stage (10+ yrs later). 

Re: fees - USCIS.gov/I-130 and look at the fee there.

1. $535 to file the I-130 for your sister.  This is only the first step.  There will be more fees when her Priority Date is near to being current.  

2. Yes, unmarried children with CSPA age under 21 when the PD becomes current can immigrate.  Your sister's kids are unlikely to be able to immigrate with your sister.

3. About 15 years for most countries.  Longer for PI, Mexico, China, and India.

15 years is looking back, looking forward going to be longer. Youngest child might qualify, a bit iffy, only thing you can do is to file asap.
