Action required: Submit requested documents

Happy new year!

i applied for my parents greencard  and almost three months ago I received NVC email. I uploaded and sumbitted all documents and DS-260 and paid all fees however since then CEAC website returns the action required aubmit all documents message. 
I called NVC and they told me they are unable to verify if all document are submitted and I should go to their website and check to see if all documents are submitted which is the case. 
Did you guys received the same message until you received documentary qualified message?

I googled my question and this status seems to be the standard one until I receive the documentary qualified status. However the status make me worried. It talks about emailing or sending the documents by mail. I only uploaded the documents. Is sending the documents via mail or email still required even though I submitted everything online?

That was the old way things were done.  If you originally uploaded document, you can upload them again.  I filed my case on-line and I read a message that said if I need to submit additional information, upload it on-line. It is probably something like a documents is hard to read, or that you are missing a document, but yes upload the documents online. Did they say what documents in particular that they are needing? I personally would not use email or snail mail (postal) service.  Can you imagine how many emails there are waiting to read since the ban. Use the upload way.
