No. Can only have one employer. Decide which company has better chances of getting you a visa.

As long as those two are not related even remotely or conspiring to increase your chances for the lottery/visa, they can file individual petitions for you.

2015-08-17: I-130 approved

2015-09-23: NVC received file

2015-10-05: NVC assigned Case number, Invoice ID & Beneficiary ID

2016-06-30: DS-261 completed, AOS Fee Paid, WL received

This would be unethical, even without considering USCIS guidelines. Why advice if you don't know USCIS guidelines?

Per your own reference, it is saying 

Multiple filings are permitted as long as they are NOT: 

So why would it be unethical or not allowed as long as the petitions don't fall under the conditions listed by uscis guidelines?

Because when you read the instances they are NOT allowed, they all include the case of OP.  So OP cannot do it.

The OP didn't say anything that implies that the employers are related to each other. If they are genuinely not related and not conspiring with each other in order to file multiple petitions for the same position, then it is permitted to have multiple filings.

Only if all 4 criteria are satisfied, the filings are considered to be illegal duplicate filings and are all denied.

 

In the OP's case there is no indication that the third and fourth criteria would apply, therefore they would not be considered illegal duplicate filings.
