Anyone familiar with NATO visa seeking special immigration via I566?

Timeline

My husband holds NATO2 visa currently and considering staying in the US as an option. Someone mentioned NATO visa holders can actually find an employer who is willing to file labor certificate for him via I566, which would qualify as special immigration category. Does anyone know about this and offer some input? Thank you.

No idea how long it will take, but I will say if it's switching to a general work visa category (H1B, L1), the employment authorizations and advanced parole are EXTREMELY backlogged.  I have 2 colleagues that are waiting on green cards and extensions to work authorizations and they are stuck in limbo, unable to work but unable to leave the US at the moment.
