Timeline

my dad is US citizen and he wants to sponsor his divorced daughter and her child under 21. my question is how can he apply for both of them and how much it takes time and what is fee for it? thanks

Your USC father can file for his daughter under 21 as an Immediate Relative.  However, derivative beneficiaries are not allowed.  Only his daughter would get a visa.  His grandchild will not qualify for a visa.  His daughter can immigrate and file to petition for her child.  She should also file for a Re-Entry Permit.  Once she has her biometrics, she can leave the US for up to 2 years without losing her green card status.  She will need a Joint Sponsor for her child.  She will need to maintain her green card status. 

Alternatively, your USC father can file for his unmarried daughter when she turns 21 in the F1 category where her child would qualify for a derivative visa.  The current wait is 7 years.

actually USC my father's daughter is over 21 and divorced,she also has a son who is 14yo. so my father will sponsor my daughter first and then she will apply for her son? and how much time it will take to approved visa for USC father for his divorced daughter who is over 21?

If you want accurate answers, then give accurate facts. 

Why did she say she was under 21?  

Then the F1 category s the only option.   Children under CSPA age of 21 can immigrate with her.  The process takes 7-8 years.  So, the son who is 14 years old now may not be able to immigrate with her.
