Should the applicant wait for PCC before submitting civil documents?

I have submitted I-864 and financial documents today. My spouse submitted DS-260 form and uploaded required civil documents except PCC which is pending (applied for PCC).
While my spouse is waiting for PCC, would it be okay to submit the rest of the civil documents?
Any suggestions?

Although you may upload the other civil documents already, you will not be able to click the "Submit" button until all the required documents have been uploaded.
