I filed to remove my green card conditions so that I can get my 10 year green card. I filed in September 2020 and so far I've had biometrics appointment. Initially I didn't receive a NOA so I had to go to immigration and get a proof of residency stamp in my passport (i551?) so that I could travel out of USA for a vacation. My stamp is going to expire next month which means every ID I have will expire driving license, etc. I have to have ID as I work in a school. What are my options here? Can I get another passport stamp? TIA.

I’m surprised you don’t have an extension letter than extends you to September 2022.  If you do have that letter, I doubt you will be granted another I-551 stamp.
 

If you don’t have the letter and your stamp expires in 30 days or less from today you are eligible if you have an immediate need for work, travel, drivers license renewal, etc.

I have a notice of action form that extends me September 2022. But my i551 expires in February. I don't have the expired green card anymore, they took it off me during my infopass appointment for the stamp. So the notice of action is useless without the expired green card.

The ineptness of this agency never surprises.  If you had an extension letter and green card it should not have issued an I-551 stamp and taken your green card. 
 

So you are stuck now.  Call USCIS. Say info pass, and get another I-551 stamp. 
 

Imagine a world where people doing I-551 stamps instead processed I-751 cases.  
 

Prediction: Three year I-751 extension letters coming in 2022.  You heard it here first.
