15 year old daughter returning to U.S. for the first time.

Not seeing the K-1 angle here. What’s the deal with that?

 

1. Does she have an unexpired US passport?

 

2. Are both her parents traveling with her?

 

3. Do you have an original birth certificate showing each name of each parent?

 

4. Do the names on her birth certificate match the names her passport and her parents’ passports?

 

5.  Has she over stayed any visa she needed to enter Bolivia? 
 

If 1-4 are yes and 5 is no, then no problems coming back to the USA. 
 

None  of the above considers Covid issues which are fluid.

Actually you did mention that.  There is no issue with USA citizens being out of  the USA for decades.  Her right to enter the USA is absolute.

Then the other parent needs to sign a statement authorizing the travel.  Otherwise the airline might refuse to board her.  Get it notarized to be safe.

Nope; no problems. She can enter and leave the US at anytime she wants. She can also stay out of the US for any length of time without it affecting her citizenship or her right to come to the US at anytime.

A USA 🇺🇸 citizen can stay outside the country for 1000+ years and return without any hindrances. The only issue may be convincing immigration that the age in your passport is correct. 😂

Just another random guy from the internet with an opinion, although usually backed by data!

This might be overkill but I would suggest bringing a trail of documents that show her age progression. For example: bring all US passports she’s had or Bolivian ID’s she’s had since she moved there. 
They may take you to secondary inspection to double check everything and that’s fine. After all, she’s been gone for 15 years.

You’ll be fine.
