INTERVIEW-VISA BULLETIN???

Perhaps they meant that reading the monthly Visa bulletin will inform you if your priority date has reached the front of the queue. A visa like yours has number limits each year and more people apply than there are visas allowed to be issued, so a queue forms. If you “got in line” before 22-Nov-2008, then NVC will be sending you an interview date.
 

What is your priority date?

You should contact NVC and find out about your application. You are way past your eligibility date.
