If an SSN was required for a DL, then international students living in the US for years would not be able to legally drive.  

International students are non-immigrants and are exempt with an SSN exemption letter from SSA.

 

Many states require, as many others have stated, an SSN or SSN exemption letter for a DL.

Mine (GA) included.

Here in Michigan one of the requirements in getting a drivers license or state id is valid SSN. So different states, different required documentation.
