Hey how do you know when did they actually get it?

When you check the status of your case in USCIS they tell you when they sent it to DoS. It says "Case of hold" and under that it says "On (date) we  we requested another non-USCIS advisory opinion for your Form I-612, Application for Waiver of the Foreign Residence Requirement. That's the date they send it over to DoS. DoS takes a long time to update it in their system and unfortunately the clock at DoS doesn't start until they upload it in their system.

USCIS transferred my case to DOS on November 17, 2021. However, DOS hasn't updated their system to indicate that I-612/I-613 was received. So, 10 months here and no updates.

OMG that's terrible! 10 months is insane. I think what happens is that when USCIS sends the documents over they go to a lockbox and it all depends when DoS actually opens the lockbox and scan the documents in the system. Why all of this is still on paper in 2022 is beyond me!!! I have seen many cases that it took DoS 4,5 months to update the system from the time USCIS send the case over but 10 months is very unusual. Send them a screenshot of the USCIS website.

It is a terrible situation to be in! Especially when time is of the essence. Thank you for the suggestion! I will send them a screenshot. Hopefully, they will answer.

I am also questioning whether or not the USCIS sent the required document to the DOS at this point.

I see. Thank!
man, I check every day like 5 times like a crazy person.

LOL I had to stop myself from doing that because it was way too much stress every time. So now I check once a day or every other day, and the days that I don't check my mental health is way better! haha   My J1 expires in 11 days, I 'll be leaving the country soon but my lawyer suggested to stay here even after J1 expires... I can't do it due to my finances but any thoughts ?
