I'm sure it is possible.  They are probably swamped with expedite requests and expedite requests are discretionary.

It is possible and has happened at an Embassy before.

This is undoubtedly an Instruction that the Embassy has given NVC, not just something that NVC decided to implement, i.e., the Embassy said something along the lines of "Do not send us any expedite requests until we instruct otherwise; we are too short staffed to even process the requests.  Therefore, consider all expedite requests denied until further notice from us."

I have sent my expedite request multiple times because they said the embassy is short staffed and they will not forward to the embassy. I got an email back this morning telling me not to send another request. I feel like if every agency government  and non government due to short staffing stoped working efficiently we would crumble as a country. Hospital, schools, groceries stores, factories etc are all working within the means of this pandemic and are adjusting but NVC & the US consulates are not.

we are 2 years into the pandemic at this point & they haven’t come of up with a strategy to becoming more effecient is beyond my comprehension. I say this to say is there a limit to how many times I email NVC?

I have never heard of a limit, but apparently there is one and you have reached it.

Usually people stop asking for an expedite after one or two attempts and then just accept that an expedite is not possible. Continuing to send requests is not going to help your case. You have been told no several times, and now they told you to stop asking. Accept that it's not happening, be patient and wait in line like everyone else.

The email reads “it cannot be reviewed” which means they have not read the expedite that’s my point. It’s one thing to review and deny but it’s another to not even review it. The expedite wasn’t denied it wasn’t reviewed to be denied.

If I got a denial I can accept that but cannot be reviewed never heard of that

There is no limit I have ever come across

Consulates rely on local staffs for various administrative works. If the country is in strict lockdown due to which staffs can't come to work, that embassy will suffer processing wise. That's why some embassies are quick in scheduling while some are still few years behind in backlogs. Not sure what's the condition in the country you are referring to.

it would really help if you filled in your time line and profile, and gave some context to your situation, like visa category, embassy your applying to, location of yourself etc.

They do not have the capacity to review expedite requests. Continuously submitting requests is not going to miraculously increase their capacity.

In your previous topic you mentioned this is the Lagos consulate. I assume lots of people are requesting expedites for Lagos, for valid and less valid reasons, hoping to get their cases moving. Unfortunately, this has overwhelmed the consulate to the point that they can not review any requests. This was explained to you in your previous thread, and others mentioned having the same experience.
