If we have a relative already here visiting and we want to submit to adjust their status,  is there a timeline we need to do it by, before their visitor visa expries?

 

for example, if a relative's visitor visa expires in April 2022,  is it too late if I submit the forms in Feb or March 2022

There is no deadline for immediate relatives (including parents) of a US citizen, but it would be best to file the I-485 AOS paperwork ASAP before the I-94 expires.  Visa expiry date doesn't matter.  What matters is I-94 expiry date because the foreigner has legal status only while the I-94 is valid.  After that, if the foreigner remains in the US, they go out of status and become deportable, regardless of their visa expiry date.  Filing I-485 would grant them authorized stay in the US.
