Their website may not indicate it but they US Consulate in Manila does require what the "Cenomar".

From what I can tell, our US Consulates require them in countries where they are available but there's no point in requiring something that cannot be obtained. For instance, one cannot be obtained by a USC in the US.

Sorry I forgot to say this... Do I need those for I-129 Petition ?

Not for the petition. It should be as fresh as possible at interview time.

It's just a formality. In Jamaica they call them a non-impediment form. Andre got his at the same place he can get his birth papers.

Life's just a crazy ride on a run away train

You can't go back for what you've missed

So make it count, hold on tight find a way to make it right

You only get one trip

So make it good, make it last 'cause it all flies by so fast

You only get one trip

what kind of paper do I need that use for proof of this? is Birth Certificate enough ?

I have hear someone saying is there some kind of Certificate of Non married.. ? Do I have to have it ?

There is no such document that exist in the USA. now in other nations there is a document that can be obtained from the US embassy -stating the USA citizen is free to marry. maybe there is a document in phila. that also can say the immigrant is free to marry but, you have to know the laws there.
