Police Certificates for Interview

Hello - my fiancé has her interview for the K-1 visa in Mexico on January 14. In the email that the embassy sent us they included the following in the list of documents we have to bring:

 

Original and copy of the police certificates from each place where the applicants have lived for six months or more since the age of 16.  If you have been convicted of a crime or an offense, you must submit a written certificate by the court describing each offense.

 

What is a police certificate? I've lived in many places since I was 16, I'm a little worried that I won't be able to get a police certificate from every police department. For example, I lived in New Orleans for a year but never got into any trouble, what would the police certificate be giving me a certificate about? Or does "each place" mean "each country".

Are you the petitioner?

The petitioner does not have to provide any police certificates. 

The beneficiary needs to provide police certificates from every country they've lived in. 

But, they do not have to provide police certificates from the USA.

This is great news, thank you! I am the petitioner.

 

I was arrested once in high school, I disclosed this on the I-129f but this means I don't need to provide any documents related to that arrest for my fiancé's interview either correct?
