Was this public money?  I am trying to understand, did the State of NY provide an advance for this book, or did this come from a publisher?  Can this government committee confiscate this?   It seems the OP piece has many of the same questions.

I've never heard of advances coming from anyone but a publisher; perhaps there's some rule or law that gives the State a claim because he was discussing State business in his book.  This is just a wild guess.

If they found state workers were used for the book during the normal work time, I could see the state going after the wages of these workers from Cuomo, but I am still trying to wrap my head around the other stuff.
