You will create one USCIS online account to keep track of your petitions.

 

You will submit a I-130 for each parent.  Therefore, two (2) I-130 petitions.  And 2 separate fees.

I can submit two applications for my parents from the same account ?

As @SteveInBostonI130 said above, you may file the two I-130 petitions using just one USCIS account.
