Did you indicate in your I-130 that the beneficiary is also applying for Adjustment of Status (AOS) in the US?  It should be on part 4, item 61 of your I-130 case snapshot.

 

NBC will not adjudicate the I-130.  It will hold then send the petition to the USCIS local field office along with the I-485 form for AOS.

In that case, it looks like USCIS made a mistake.  Call the USCIS hotline or chat with Emma online at the USCIS website.  Verify first where your I-130 is actually assigned.  If the agent says it is still at NBC, tell them that your beneficiary is not adjusting status in the US and request that the I-130 be transferred to a service center that handles petitions intended for visa processing abroad.
