I have always thought the Legal system is the one that will bring GAC to an end, well coupled with the Insurance system not covering medical malpractice.

 

There may be exceptions like the Military where effectively there re no financial controls.

 

Certainly of I was a Lawyer wanting to specialise I would be licking my lips, lots of money to be made.

Not really sure why biological women would even compete.  I suspect the third place finisher is happy is that she really knows she was first.
