Please dig deeper into this. I am sure there is something more to this, which either she did not understand or she is not being honest about. Plenty of tourists visit here with little to no English.

I don't get it. First she told you "the children's fathers were not on the birth certificates" and then "It was just recently that she mentioned she put fake fictional names on them just to fill the spaces." Either one or the other is true. In my view, both things can't be true at the same time. 

 

Moreover, based on the old thread below, what she said about not needing the fathers' permission for the kids to immigrate is also not true. See the experiences below from others in a similar situation.

 

There is also a possible solution to your issue in the thread below. Apparently Ukrainian BCs can be amended to remove the "fake" fathers.

 

However, I still advise you to dig deeper and to be careful because the issue still exists that your fiancee is telling you things that are inaccurate re: the kids' documents and her parental custody rights.

Tourists visa are not denied if applicant doesn’t speak english, they are denied when applicant fails to show strong ties to her/his country. Sorry, but saying how everybody in Ukraine put fake names to fill the spot on bc, sounds not so convincing. That would mean that by law in Ukraine it’s allowed to put a fake person on birth certificate…kay? Like why? 😵💫 Maybe somebody from Ukraine can explain this 🤷🏼‍♀️

Ok, to pile on here, ask her:

 

1. when she applied  for a visa did she state on the application that she was married? 

 

2. If the answer to 1 is yes, ask her if she was in fact not married at the time 

 

If 1 and 2 are both yes, then I am afraid her visa journey is over. She will be asked to produce proof that a marriage that  never existed has ended. We’ve never seen a case approved after this.

I did not provide birth certificates. The application asked if my fiancé was ever married. The answer is no. Then it asked if the children live with her. The answer is yes. I was not asked to provide any more information but I suspect she will have to provide all three birth certificates at the interview, assuming the application is even approved, and that’s where the trouble will be.

Not common for Ukraine to have the issue with false marriage claim

 

Looks like the false names can be fixed wonder why she used 2 fake names seems odd. 
 

I forget now but thought I went through a ton of birth certificates 

 

All names used will need to be declared.

This is extremely weird. Nobody is denied a tourist visa because of English ability. Do you mean she maybe didn't understand the reason for her denial so she just assumed it was that? She needs to find out the real reason for the denial. The DS-160 will ask if she's ever been denied a US visa and when she selects "Yes" it will ask for an explanation.

 

Have your Ukrainian fiancee go to ZAGS (if that's still the place that handles BC's there) and get them corrected, this is an old thread but maybe the advice is still relevant:

OP, I’d be looking at this overall situation in terms of potential fraud.   Not only did she change her story from “no fathers” named on the BCs, to “fake names,” but now she is saying she was denied a visitor visa for not knowing English.   This is absolutely untrue.

There's an old adage don't judge someone until you've walked a mile in their shoes. One-in-four (25%) American children have absentee fathers. Nobody knows her emotional state when she filled out her daughters' birth certificates knowing the men who got her pregnant had no desire to be a part of THEIR children's lives. I can only imagine the many emotions rushing through her heart and mind in a short period of time. Maybe she made up names out of embarrasment. I'm not saying she was right to use fake names. But maybe we shouldn't be so quick to judge her. I doubt USCIS is going to do a deep investigation into her children's fathers as long as she can prove she has full custody. Especially considering absentee fathers are very common in America and Ukraine.

I think she is a good woman (far better than the dozens of other women I've talked to in the last few years (including American women.)) I spent 5 weeks with her in 2021 (4 trips abroad) and she treated me like a king. She said she has been looking for the birth certificates but can't find them but soon she may have to figure out a way to get copies. It's been 6 months since the USCIS received our visa application, so I anticipate a decision any time now. If it's approved then we will be on to the next step of the interview and medical exam and I don't know how those will go at all.
