Tourist Visa for Mom

I am looking to have my mom apply for a tourist visa. She is not tech savvy so I will have to help her fill it out online. I am in the US, she is in the Philippines.

Questions:

1. Can I pay the visa fee for her under my BPI bank account (PesoNet)? Or It needs to be her account?

2. Can I fill out the entire the DS-160 for her and have her sign it (log in to sign it)?

I'm not sure about the fee. Maybe someone who knows can help with that question.

You can fill out the DS-160 for her. That's what we did for my MIL. I think there's a question about preparer help and if someone other than the applicant filled out the form, so just put your name there. It doesn't have any effect on approval or denial.

***Moved to the Philippines regional forum because of the question related to PH payment options***

You can pay with PesoNet or send your mom the cash and deposit slip, and she can pay at any RCBC branch. More info here: https://www.ustraveldocs.com/ph/ph-niv-paymentinfo.asp

You could pay the fee from your account or any account that can do PesoNet payments.  It it tied to the UID number generated in the process, not any name.

Be aware that US Embassy Manila almost completely stopped all interviews for B1/B2 visas since the start of the pandemic.  Apparently they have resumed doing small number of B1/B2 in just the last month or so but there is a backlog of probably literally 10's of thousands of B1/B2 visa applicants awaiting interviews at US Embassy Manila.  It really seems like any first time B1/B2 visa application in the Philippines would probably take years to get an interview at this point.

USEM may take your payment for the DS-160 but they may end up extending the validity of that payment for a few years to come.  There are people who paid in 2019 and still haven't got an interview.
