Note that some countries enjoy visa free travel to Mexico when they have a US visa (immigrant or non-immigrant).

 

The other suggestion for your fiancé to travel to another country to get the vaccine is also very good.

 

If you told us which country this is, the users can give you more specific advice.

This is not correct.  K1 visa doesn't require vaccination to pass medical.
