Only thing I can think of is with the DS-160 military and weapons answers, when you check "yes" and they ask for an explanation in the box. You're right, though, it might be too little for a lawyer to bother with. It's a pretty small section of the form.

 

Since they've already done a DS-160 before for the tourist visa, at least they know what to expect. I think a long AP is the more likely outcome and obviously lawyers are no help there. I don't think they would deny someone merely for foreign military service, fighting in a war/conflict against the US more likely, but it seems like foreign military service is only an issue with dual citizens, not immigrants/GC holders per say. If he has special training, better to disclose as much of it as possible as it'll all be looked at in AP no doubt.

With all your concerns, I still think the CR1 is the best way forward. Especially as you're already in Armenia and will be there until mid February. 

Maybe the other more knowledgeable members can chime in, but I think not having a large wedding isn't a big deal especially as you have a good reason (level 4 restrictions).

I don't know why you would worry about it at the filing stage.  If you submit all the required documents, let USCIS do the processing and send you the RFE if needed.  Nobody has any way of knowing what flags may come up on him when he goes for his actual visa interview, but there is no need to worry about that at the I-129F filing stage. I wouldn't let a lawyer scare you into an unnecessary $4,500 expense.

I don't see why its an issue, or requires a lawyer.

 

There are questions both at visa and citizenship stage where you're asked about military training you've had in the past, training with weapons, whether you've been in military or police etc. As with all question USCIS asks, answer them truthfully. There is no prohibition on people who have served in foreign militaries immigrating to the USA. Its only a problem where there has been involved in oppression, war crimes etc.

Thank you for his response it helped ease my mind a little bit. If anything the Armenian military is the oppressed, and the victim of war crimes including white phosphorus. They are essentially defenseless and it’s a crisis. I can’t wait to get him away from here.
