I have looked at the Processing times, but it's so general.

Do they have to receive Packet 3 back first, or do they schedule the interview date beforehand?

I saw some people being scheduled before they even received Packet 3.

Do the times greatly vary by consulate?

Do they have to receive Packet 3 back first, or do they schedule the interview date beforehand?

Yes, usually the consulate must receive back from you the Checklist. This paper tells you all documents you will need to gather for the interview and have a place at the bottom for the beneficiary to sign and date. (Depending on the type of visa you're applying for, there could also be some visa application forms you may have to fill out as well.) Then mail this to the consulate. Once the consulate receives this....they will book an interview date.

Some consulates do not do separate Packet 3 & 4, only one packet, containing both the Packet 3 contents and the intrerview date, which is known as "Packet 4".

Yes - you can see the variances if you look at the Embassy Reviews pages for the different consulates.

Maybe...but unless the whole consulate goes on vacation at once, I don't think this would matter.

Type of visa?

Not sure about this one...because the IR/CR visas have a lot of procedure that is handled stateside at the NVC, so by the time they make it to the consulate they should be ready for the interview date....as for the K visas, the consular procedure is pretty much the same for both K1's and K3's..
