i dont believe that is true. L2 is not a automatic EAD visa category. L2 is a employment authorized incident to status category. which means they are required to apply for EAD with USCIS. The only new settlement with USCIS in november 2021 was for ability to work (due to USCIS longer processing time) based on extension filing of EAD's  by H4,L2 visa categories https://www.uscis.gov/policy-manual/volume-10-part-b-chapter-2#footnote-1

 

Quote "As of November 12, 2021, USCIS considers E-1, E-2, E-3 and L-2 dependent spouses employment authorized incident to status.[1]To obtain an Employment Authorization Document (EAD or Form I-766) evidencing both identity and employment authorization, such dependent spouses may file an Application for Employment Authorization (Form I-765)."

L1 is not generally work authorised, only allowed to work for the one Company, L2 is different.
