Cannot find I94 record of parents under IR5

Why would you be trying to get I-94 for someone who got in the US on immigrant visa? LPRs do NOT get an I-94.

Immigrant visa with POE stamp works as a 1-yr green card. Use that.

The I-94 is used only for people entering as non-immigrants.  Per USCIS:  All persons need a Form I-94 accept U.S. citizens, returning resident aliens, aliens with immigrant visas, and most Canadian citizens visiting or in transit.

Show the immigrant visa with the I-551 stamp in the passport.
