On March 9, 2021 I filed I130 and received on June 9, 2021 a notice that my case is being reviewed.  I till I haven't  received further notice about my case. Previously,  I contacted USCIS and they said that my case was in Texas when at first it was in Nebraska. Is my case in the processing  time? When is the time to fill in this form on the attachment I uploaded?

I even filed a 129f k3 for spouse. I really just want her close.

When did you submit the i129f?

Does the hard copy of NOA1 say Nebraska? If so you can try to fill it out, and you will get an automated answer if it is still within normal processing times.

If USCIS says the case is at Texas, then your case is still within normal processing time.  Texas is currently working on petitions submitted on or before Oct 16, 2020.

There is an Email when I spoke with then and it says Texas. There was another one, but I can't find it says that my case is un Nebraska. I guess that I'll accept the my case is really in Texas since the agent of USCIS told me so.

they are usually about 7 to 8 months

It could be faster and it could be longer

Each case is different

11/17/2016: Got engaged
11/28/2016: I-130 sent to Chicago IL lock box
01/12/2016: NOA1

OP, that is not wise.  You should always redact any personal info when posting it on public forums.
