Why are you sending him money

Are you also Pakistani?

@JeanneAdil know how to deal with tough embassies and how to overcome possible denials.

Is the visa denied or just in a status of refused? What does the case status say? Sending money is actually not a positive thing in this case.

If it was an actual denial, you can appeal, but the process typically takes longer than just filing a new petition and starting over.  Before you file a new I-130 petition, you may want to share with us the evidence you sent to show that your marriage is bona fide.  Pakistan is a high-fraud country, so many pages of evidence, proving that you have spent many weeks or months together in person, such as passport stamps, original boarding passes, hotel receipts, and a few photos of the two of you together, are key.  Also a few examples of financial co-mingling:  list your Pakistani spouse as beneficiary on your US health insurance, life insurance, dental insurance, bank accounts, retirement accounts, etc.  Did you send any of this kind of evidence with the original I-130 petition?  Also file IRS tax returns as married jointly, with a W-7, for all years since marriage.  Did you submit this?  I also recommend more visits to Pakistan and save the evidence of those trips, to include with a new I-130 petition. Most important, STOP sending your spouse money every month, as that can be viewed by US immigration as evidence of the foreign spouse taking advantage of the US citizen, and a higher probability that the marriage was only for immigration benefits.  Good luck!

PLEASE DO A TIMELINE

sending money looks to immigration like the intending immigrant is using the USC for money and the embassy may see this as a "romance scam"

did u also show u payed for his trip to Europe ?

u did not adopt him/ u married him / u are not responsible for supporting him and/or his family

and in Pakistan

Men are generally the main source of income in households throughout Pakistan. According to Islamic custom

The Qur'an and the Hadith refer to the biological differences that mean men are generally physically stronger than women. Men, therefore, are regarded as protectors of women and families, and providers of financial support. Women are expected to have children and to fulfil the role of wife and mother.

married 3 years then the last 3 years of tax returns should show married and him as spouse (either MFJ or MFS) and you have to list his name,  home country and apply for ITIN with W7 form
