I think this accurate. I relied on rapidvisa to help me here, because I was not sure how it was done.

RapidVisa are useless.  They do not have expertise related to specific consulates.

We absolutely provided this. Screenshots from chats, printed copies of boarding passes, pictures of us, pictures of me and her family (uncles, aunts, cousins, and siblings), bank statements showing other expenses,  all dated with comments and in chronological order.
I'm not sure why you're painting a picture that we're somehow sloppy here. My fiancé was up until 4am many many nights getting this ready.

What I'm trying to tell you, and everyone else here, is that we tried to give absolutely everything in packet3k. I am pretty sure my fiancé had my divorce papers with her, because I had sent it to her, but she found this to be a very stressful situation, and may simply have forgotten. She was primed by other people that the interview process was difficult.

 

You're just reading what the blue form. Fine, but don't assume we got this form because we were completely lacking. It's not fair at all for you to assume this.
As I've said, this is a very generic refusal form, and it doesn't say what we've missed. That's why we're confused since we brought a lot of paperwork they didn't even look at. I do believe even the divorce papers.

I understand your frustration, but bear in mind that we know nothing about your case other than what you have told us, and what the refusal paper is asking you to submit. 
Best thing to do is to re- read the blue paper again, and provide absolutely everything you can from what they are asking!

based on the feedback my fiance and I collected, it's because I failed to front-load the I129-F application. I mistakenly relied on rapidvisa to correct any mistakes I made.

Oh yes. That’s the problem of relying on somebody/ something else

Vietnam is one of the top visa fraud countries. You can search visa fraud in Vietnam (2013) where US officials were bribed and convicted. There was new event that involved with visa fraud that happened in Texas recently (2019) and 99 people were charged. This is one of the reasons why US officals will scrutinize or even think all applications are not fraud. 

 

The blue sheet questions are really generic questions for all people such as family tree relationships, timeline of relationship, list all relative people that live in US. However, it all depends on what you included in the original package. There are two types of blue sheets that they usually give in Vietnam.

1. R1 type- which they usually believe the relationship but applicant/petitioner forget or misses some form or they need new update tax transcript due to new year which petitioner did not submit at NVC stage. This one is easy to get approval.

2. R2 type- This one usually has a lot of requests on blue sheet about 8 questions +. I had seen someone had 10 -12 questions on it. This usually happens when they are questioning the relationship. I would recommend you to read each question carefully and submit all relevant evidences as possible.

 

I usually frontloaded everything I can even including beneficiaries benefits (401k, stocks, added her to my credit cards authorized user which you can add it) and tax/health insurance which has her names on it (I did CR1 so I can file tax as married jointly and added her to health insurance card).

Vietnam closed its border in March 2020, shortly after confirming its first COVID-19 case.

 

Since then, it only allowed only several international flights a week with foreign experts, diplomats and returning Vietnamese nationals. Those international arrivals must undergo a 14-day quarantine in designated hotels or government-run facilities.

 

Vietnam is the latest Asian nation to start opening up to fully vaccinated visitors. Thailand had begun by limiting tourists to its southern Phuket island before expanding to other areas, including Bangkok, since Nov. 1. The Indonesian island of Bali opened to arrivals last month with some restrictions including testing and a five-day hotel quarantine, and Malaysia opened up Langkawi island under a pilot bubble program.

Yeah it sounds like it wasn’t front-loaded enough, and there may be something wrong with the divorce decree?  Maybe she already had the certified stamped copy with her at the interview.. maybe it’s something else I don’t know. There are also some documents you should bring that are vietnam specific and good quality documents to front load (or back-load in this case), such as family trees from both sides or signed/notarized affidavits from close family members. Better to have them than not although they may never be looked at… or maybe they were we will never know..  I would definitely make pdf copies of anything you’ve had notarized and immediately mail the original documents to Your fiance. I found a lot of vietnam specific information just searching this website, TONS.  I remember after I submitted our i129f I started digging deep into this website and realized what I submitted was not up to par, although it could have passed a rapid visa audit, it wasn’t country specific. I must say it sucked that we got an rfe (8months later), but it was also a golden opportunity to send the one piece of paper the rfe required, along with additional paperwork as thick as the original i129f so that it could be side-loaded and scanned into the computer before the interview. Being there also helps but that’s not your fault in these times..  never had a problem with scheduling the interview jeez they are almost as long as our noa2 wait. I guess some areas of the process slow down while others speed up..  I remember spending lots of nights and weekends researching and preparing documents that may never be looked at, but looking back I’m glad I did.  Make sure to create another cover letter, maybe write another letter explaining your relationship and updated letters of intent, anything you can add of value will help, even if it seems repetitive. Good luck to you both.
