Green Card Holder got married outside of the US

Hi folks, a Green Card holder just got married to a non US citizen outside of the USA. Now he wants to apply for his wife’s immigrant visa. I searched the web and it seems he needs to submit I-130 form as a first step. He is currently unemployed, but has assets in bank. The calculation was $21775 (required annual income) X 5 = $108,875. Is this amount enough for petition or he needs more? Please correct me if I misunderstood anything and provide as much info about the process as possible. Thank you!

Form I-864 is submitted way later during NVC step which is after the I-130 petition is approved.

*also the I-130A spouse supplement. I recommend online filing for the I-130 (and the I-130A would be uploaded when prompted): https://www.uscis.gov/i-130 it's the blue "File Online" button
