do u know he is really from the US? or pretending to be ?

he has explained these personal reasons to u ?  and u are accepting ?

he seems a little fishy to me and sorry that is probably because i met many online who pretended to be American,  Canadian or from UK and were actually not and just asked for money,  cell phones,  scooters, etc (and my site was only a penpail site)/  the one from UK even had a British cell number as they have a freind send a SIMS card from the UK and then look legit

just be careful of online meetings

Not sure what you mean by “absolutely clean and new” passport, but that has absolutely no bearing on whether you would get a B visa.

I meant that time i didn't even have traveling history. But yes you are right. Totally different case

Even if he is not a scammer, there are tons of men spending their time chatting with women and saying whatever. They are losers. You might be too caught up in the idea of this guy or what you imagine this guy to be. You've never met and he is not even willing to meet you in any other country. Why are you putting so much effort into this?

No travel history makes it even harder to get a visitor visa to the US.

I might be wrong and every situation is different. But if the guy can’t come because of “personal reason” usually is red flag. Call me oldschool but I want the guy to visit me first to my country where I will be comfortable and feel safe. Scammer is 1 thing, how bout human trafficking? At the end of the day, use your judgment and good luck

I think @Boiler's child support arrears theory is very possible.  Or potentially an inmate situation.

Human trafficking is a concern for sure but also the appearance of human trafficking. At the B1/B2 interview, they'll ask you about your travel itinerary and they won't be impressed with your plan to travel to the States to meet someone you've only interacted with online. 

 

If you want to continue this relationship, I suggest your boyfriend sorts out his personal reasons and makes a plan to meet you either in Ukraine or a third country. Plan A can be applying for the B1/B2 in July 2022 but you should also have a Plan B in case you do not get the B1/B2. If this relationship is sincere, you can wait another 6 months before meeting in person.
