I probably should have been more specific when I said least educated. What I was referring to was the quality of k-12 public education. More specifically student performance and graduation rate. By the way I will have to take a closer look at that article but I'm skeptical of the metrics they used considering Madison is ranked number 5. I live in Wisconsin and can tell you most people who live in Madison are not that bright.
