Not right after HE thinks he is approved

wait till the visa is "in hand"

He should have covid vaccines 

if his ticket means layovers in other countries,  check to see if any transit visa is needed before u purchase airline tickets

Right, I have read this several times however there is wording in it that I question. It states before entering "You must arrive in and apply for admission to the United States." Is applying for admission the visa approval or something else we must then apply for?

It simply means you must present yourself, with your visa, at a US point of entry for CBP inspection.  Every non-USC traveler to the US needs to apply for entry from CBP.

Hi, 

To be clear, Covid vaccination is not an absolute requirement for travel to the US for immigrants.

Once the CR-1/IR-1 visa is in hand you need:

1) a plane ticket to the US

2a) if vaccinated (with a vaccine recognized by the WHO) you need proof of vaccination and a negative covid test taken no more than 3 days before boarding your flight to the US (or the first of a series of flights to the US if they are part of one booking, and the layover is not more than 24h, and you don't leave the airport terminal during the layover)

2b) if not vaccinated (or vaccinated with a vaccine not recognized by the WHO) you need a negative covid test taken no more than 1 day before boarding your flight to the US

2c) if recently recovered from a Covid infection you need proof of a POSITIVE covid test not older than 90 days and a signed statement from your doctor (in native language and English) that you have fully recovered and are fit to travel. (Notably, vaccination status or covid test is not relevant in this situation)
