The I-134  form on the government site has an expiration date that is expire.  I am assuming i can not use that one

The I-134 form downloadable from the official USCIS page is the latest version.  The expiration date at the top right corner is irrelevant.  What matters is the edition date at the bottom left corner.  The USCIS page lists the I-134 edition that is currently acceptable -- "02/13/19. We will publish a new edition of this form soon. In the meantime, you may continue using the 02/13/19 edition despite the expiration date."
