Why did I need I864EZ if we have a Joint sponsor?

Timeline

My brother went to his interview on August 27th with a new joint sponsor. I was the household sponsor but was furloughed last yr. During the interview the officer asked about the new joint sponsor and said everything looked good and that he would keep his passport but my brother was missing the medical exam (medical exam was scheduled September 14th). 

He turned in the medical and passport on September 17th.

 

After the interview on August 28th I logged in to ceac.state.gov website and it was asking for 1864EZ.  That totally confused us since we have a joint sponsor and my father doesn't work (we provided an explanation letter along with his signed 1864 form last year)

Has anyone gone though this? We resubmitted the joint sponsor info in the 1864ez request.  We have not gotten an approval and is under administrative processing. 

 

I emailed the embassy with no response of any kind. 

 

Any input would be appreciated.
