The K-1 applicant in this case probably didn't get one of those 2 vaccines. See related thread:

There are 6 different vaccines given out in China.

Ah got it.  Good point.

The United States is now a country obsessed with the worship of its own ignorance.  Americans are proud of not knowing things.  They have reached a point where ignorance, is an actual virtue.  To reject the advice of experts is to assert autonomy, a way for Americans to insulate their increasingly fragile egos from ever being told they're wrong about anything.  It is a new Declaration of Independence: no longer do we hold these truths to be self-evident, we hold all truths to be self-evident, even the ones that arent true.  All things are knowable and every opinion on any subject is as good as any other.  The fundamental knowledge of the average American is now so low that it has crashed through the floor of "uninformed", passed "misinformed", on the way down, and now plummeting to "aggressively wrong."

Yeah, we received biokangtai, but someone else private messaged me in a similar circumstance and they received Zhifei, which I had never heard of, but apparently is a 3 dose vaccine out of China, and also described someone who had to fly to Poland from Russia and was legally barred from being vaccinated in Poland, but had and could only receive sputnik in russia.  They aren't willing to vaccinate either my fiance or his since they are considered fully vaccinated and vaccine supply is scarce in countries other than the usa apparently.  I'm happy that we can grab it on the way to america and don't have to get it before the medical.  As controls between cities in China are tight let alone trying to get back in after you left.  We are evaluating whether we can travel to Croatia, Bali or Panama to pickup a who authorized vaccine as an intermediary third country now, but hopefully the government will issue some additional exceptions for our situation and that won't be necessary at all.

You may absolutely get the vaccine in Croatia (at least, as of October). It's a very simple process, I can give you the address of the place in Zagreb if you'd like.

In any case, I'm a bit confused in your order of operations here. If you're planning on her getting vaccinated after medical and (presumably) the interview, I'm pretty sure the US still requires you to be 'fully vaccinated' before traveling. In that case, she would need to get Janssen and wait 14 days in Croatia before coming, or else if opposed to that and wanting Pfizer/Moderna, well over a month. Just food for thought, I'm aware that China has extremely strict entry requirements even for their own citizens so her returning for whatever reason after the shot is not likely to be an option.

Non approved vaccines???  Why would a country have vaccines that are not approved??

Non approved means non approved for USA travel,  which only allows vaccines approved by the World Health Organization or US FDA.  Presumably the vaccines are approved by local health authorities where they are distributed.
