I just took the 5 originals of the ROM forms to the bank notary, showed him where to notoraize it and the total idiot stamped the first one inside the FOR OFFICLA USE ONLY DO NOT WRITE ANYTHING IN THIS AREA box. Can you beliieve it? Can anyone tell me if i send it like that will they reject it at the consulate because of this total moron or will the consulate let it go?. I emailed them to ask them but they have not answered yet and called them a dozen time and they never answer the phone at the San Fran Consulate. Thanks for anyone answering this.

I hate to say it but that space is there for the Consulate to certify the form.  The final PSA ROM is merely an official copy of the actual form submitted to the consulate.  It has to be stamped and signed in that space by the consulate.  It's an important part of the process.  Our notary got into that space just a little and it was accepted but it was mostly unused.  You say the notary only stamped the "first one" in the wrong spot?  Does that mean you have 4 good ones?   If that is the case, if it were me, I would submit them to the consulate and just hope for the best.  Then in a parallel effort, work on obtaining good new copies so that process is underway just in case the consulate rejects what you have.  (I am perhaps making a presumption this is a Utah online marriage and the spouse in the Philippines, hence the difficulty obtaining new copies to notarize)

Each consulate makes their own rules.  Our ROM went through Mexico City Embassy and they only required 4 copies so maybe the 5th required by SF is a spare(?????).  I think there is some reason behind at least 4 original copies. 1 for PSA, 1 for DFA Manila, 1 of the Consulate, and 1 to be returned to you.(????)  But you could hope the 5th is a spare.(?????)
