NOA1 does not have Service Center mentioned

Hello All

I filed i130 petitions for my parents and sibling in October 2021.

Siblings NOA1 says the case is assigned to California service center

However parents NOA1 does not mention any Service center.

It says : National Benefits Center U. S. CITIZENSHIP & IMMIGRATION SVC P.O. BOX 25920 Overland Park KS 66225

Also my Fathers petition status changed (3 weeks back) to "Case is being Actively Reviewed by USCIS" & no change in mothers petition.

Question 1: All the receipts starts with "IOE", why did parents petition not get a service center assigned.

Not sure I made any mistake somewhere.

Question 2: Why did my father petition status changed and my mothers didn't. Are they 2 treated in a separate category or something ?

Question 3 : would the parents petitions - even though filed separately - will they be linked together ?

IOE is online and anything scanned.  So the Service Center is not part of the receipt number.

They are two separate petitions.

When they get to the NVC you can ask to schedule them together.

But the siblings petition - also filed online had a service center assigned in receipt.

Parents did not - that is something i am getting worried about.

NBC is the MSC.  Siblings are a different class of IR5 so that is handled differently.

so back to my question - I do not need to worry if NBC is the service center assigned for my parents - who are outside US

No need to worry.

Your sibling's i130 got sent to CSC where it will keep collecting dust for 10-11 years before they look at it.

Your parents' i130 will be processed much quicker within NBC or could be assigned to another SC as well later.

Sibling petitions will take 15-20 years.
