Of course not.  They can choose to leave the US.  CFO counseling is supposed to educate intending emigrants about possible scams and their rights to avoid becoming victims of abuse.  Unfortunately, not everyone gets a counselor as diligent as the one I got with regard to the educational purpose of CFO.  It is not meant to scrutinize one's relationship to a particular foreigner.  The probing questions are supposed to be only a means to determine if the Filipina is too timid, gullible, or desperate, and likely to need rescue by the Philippine government in the future.  Because the original purpose of the counseling is for education, counselees need to go through it only once.  No need for a new certificate if the current attempt to emigrate doesn't work out.

And how is the Filipina supposed to enter and stay in Mexico without a Mexican visa?  Even if they had a visa, moving to Mexico just for CR1 processing is about the most stupid move any Filipina could make as Mexico has the biggest backlog for US spouse visa processing.
