Yes, last month they issue IL for the cases DQed until Dec 7th.  This is the situation for IR1/CR1 cases.  Hopefully they will issue IL somewhere between June 16 to 26 for the August interviews

Yes.  Mumbai embassy covered 2 months worth of  DQed cases (DQed from Dec 7 2022 to Feb 7 2023) in one month of interview (Aug)

Update for Category: IR5
DQ date range: Roughly February 09, 2023 to March 23, 2023
Interview Letter Date: July 11, 2023
Interview Date Range: All of September 2023

It would be good to have an update from CR1/IR1 folks. Do they treat the two major immediate relative category in the same queue? Is the DQ range, interview letter, and interview date range the same?
