Does the status of "Ready" mean I can schedule the appointm?   Or does my fiance have to receive the packet from Rio de Janeiro first AND do I  complete And upload the ds-160 and I-134 befir or after she recieves the mail from Rio?  Sorry about all the questions,  I want to stay focused and do things the right way so I only do them once. Thank you in advance.

You need the packet 3 letter before scheduling the interview, you will also need the letter to schedule the medical exams. I would suggest;

1. Send an email to the Consulate with both Petitioner and Recipients names and DOBs,  USCIS number and NVC number and ask for an update on your case. When I did this, they replied with the packet 3 withing 2 or 3 days.

2. begin working on the DS-160, but do not submit it until you reveive the letter.

3. continue gathering your evidence and documents for the interview.

4. Once the letter is received, you can schedule the interview and finger printing etc. you can also schedule your medical exams. We scheduled our medical exams first then scheduled the interview for the week after the medical exams. I think with most in Brazil, the medical exams have been difficult to schedule. We did the medical exams in Sao Paulo. We called the office and they requested an email with the letter from the Consulate. We sent the email and within a few hours received a response with a date and time for the exam later that same week. They were very quick to respond.

Good luck!

No, you will not submit I-134 with DS-160, but you should complete a new I-134 and take to the interview as part of the financial packet along with;

copy of Petitioner's 2020 IRS Tax Return Transcript

copy of Petitioner's 2020 IRS Wage and Income Transcript

Letter from Petitioner's Employer

Letter from Petitioner's Bank showing current balance and date account apened

Letter of Eligibility and Intent to Marry. (not sure if it is required, but I notorizeed this in the US and sent to Brazil)
