Re asking congressional rep for help, when making the inquiry, is it correct to say the agency you have a problem with is Department of State, considering they are in charge of consulates, as below?

Does this sound good as verbiage (vicious criticisms or additions or effusive praise all welcomed):

My husband, [ice-qube], had his spousal immigration interview (IR-1) at U.S consulate in Montreal on Oct 25, 2021, and was placed in administrative processing and told to submit the DS-5535 form. He submitted the DS-5535 on October 28. To date, after 111 days (near 16 weeks), he has not received an answer despite indications that it would take 6-8 weeks. His immigration medical expires on March 20, 2022, and since immigration visas will not be issued past the date the medical expires, he is also now getting close to a time when this will leave him very little time to organize himself to immigrate to be here with me. [ice-qube] has inquired with the consulate several times, but does not get any meaningful answer. We would greatly appreciate if Rep. Salazar's office can inquire on behalf of [ice-qube] with the consulate in Montreal ASAP.

So I submitted my request to Rep. Salazar's office. I only gave two uploads, my interview letter and my admin processing letter. I am hoping someone will reach out this week. Not that i think it will do anything!

Do I have to submit any documents along with it, seems they ask for casework if relevant...

If they take your case they will request to fill out the privacy act release form.

Generally, you do that when initially requesting help.   Senators and congresspeople have links for that on their websites.

And they don’t “take your case.”   They are not offering legal representation.   They are obligated to provide assistance to any  constituent with issues with federal agencies, in the form of an inquiry.

True, but to what degree are they even "obligated" (in most technical meaning of this word) to do an inquiry? i feel the obligation is in fact merely conventional and discretionary, in operational sense.
