Sounds like you are talking about an EB, if he is from India as sort of feels possible there is a very loooooong wait for an Immigrant Visa.

It would seem there is a mismatch between his degree and the US job that would preclude a H1b

I think there are a number of things in the way but they need to figure it out for themselves at this stage imo

Canada will be easiest if OP wants to be in North America.

Canada is much clearer, hit the points, trouble is they keep on upping the points.

Canada, Australia, NZ all points and all generally much much easier than a US work visa, plus you can apply yourself without needing a sponsor (though it helps to have a job offer). Used to be same in UK for HSMP before they closed it pre-Brexit, no idea what they will do now, (not sure they know either other than truck drivers near term). Haven’t looked at any of these for a long while but in general someone under 40 or 50 with a masters in engineering and work experience should be points-competitive for all those.

This is not a DIY situation for you, or for your friend.  He needs to go through an immigration lawyer.  Not cheap, or fast, or easy.

He's in Michigan? Tell him to open a branch office in Windsor, Ontario and aim to get a work visa in Canada. Probably would require less effort than getting a work visa to the USA.

You should be on PTO first, then work visa, or green card after 3 years. Will be a long process for both you and your friend.

Whether OP's friend got a H1B eligible job position or other work visa eligible position to petition him for work visa is a different story but a prospective employee doesn't need an OPT or 2 years of work experience to be eligible for H1B.

I'm sure you know how hard it is to get an H1B, OPT is to buy time.
