i filed for my parents, i am a us citizen, we submitted there documents in full around 9/15/2021.

havent heard anything from NVC yet? should i call or is this wait normal? we are pretty much waiting for them to review then send to embassy.

You have a long wait ahead of you.. Please visit this website below. NVC is still processing cases from JULY/AUGUST timeframe.

firstly please take some time to fill out your profile and timeline, it will help other to help you by putting your questions into context.

You've marked the subject as I130, but you reference the NVC, the NVC does not handle the I130, the USCIS do. Skimming over your previous posts, it looks like you have submitted an AOS etc, for family to the NVC. If your submission date is 15th Sep, you still have some time to wait, the current official date they are working with are submission up to 28th July, so it will probably still be a month or so before your documents are reviewed, current wait time is 82~ days from submission and growing each week.

If you want to keep an eye on how they are progressing monitor the August 2021 Submissions thread and then the September 2021 Submissions threads where people report when they get reviewed.
