Expried Permanent Resident Card outside of USA for more than 3 years

Hello

I have a friend outside of USA for more than 3 years and his permanent resident card expired around same time.  He has been outside due to medical condition, his doctor told him he should not travel, but now he is okay to travel.  Can anyone, please, tell me some advises about this.  What is the best thing to do in this case.  Expired Green Card for almost 3 years outside USA, due to medical condition, but okay to travel now.

Your friend will have to apply for an SB-1 visa at the US Embassy/Consulate.

 

He has to show that he has maintained ties to the US and that staying outside the US was beyond his control.  Not easy to do.

Reason this is hard to prove :

1.  US has good medical care (although expensive)

2.  and people fly all the time from other countries for cancer treatment or organ transplants ( i met one from South America when visiting in Pittsburgh hospital)

3.  there are medial transport flights

4.  there is financial help to fly in internationally for medical are
