D 3 waivers challenges

Is it not factual a CO.have to recommend the d3 waiver instead of one just showing up for b1/b2  & waiver request attached, also if accepted wait time is over six mths, since the embassy itself cannot approve such waiver.

Depends on the embassy/consulate, some allow waiver request along at the visa interview while some later.

Have not seen any recently but 6 months used to be the norm.

Thx boiler. A pal with 20 yrs removal ask, having most of his family here, but established in his country he wonders, personally I feel its a tall order

How many years does he have left on his ban? 
If it was 20 years from then it should be over.

So I asked he was removed 24 yrs ago last month

On the face of it he does not need a waiver, well there could be other issues.

So why does he need the waiver?  It isn't likely he will be approved for a visa, but he can certainly apply without a waiver.
