Dear All,

my mother had N-400 interview after having fingerprints 2 times. She passed everything except the officer gave her RFE letter that stated due to not legible fingerprints she needs to get police clearance from city/state she lived and has to submit to them. 
 

please, help where can we get or what’s the process. Thank you so much and stay blessed

I believe they want a criminal record check from the states and/or cities where your mom resided.  Here's an example for Massachusetts:

Google "police clearance certificate" or "criminal records check" for the states/cities that applies for your mom.

The letter from USCIS given right after N-400 interview stated as:

USCIS has determined that you are unable to provide legible fingerprints for the purpose of conducting FBI criminal background check. Therefore, you are required to provide alternate documentation to establish your eligibility.

Submit police clearance(s) for each city or state jurisdiction where you have lived for 6 or more months in the US during the past 5 years (or during the past 3 years for applicants applying under UNA 319(a)

NY requires finger printing. Maine is all about name and DOB (no fingerprinting)

An individual may request a Personal Record Review to obtain:

  • A copy of his or her New York State criminal history record, commonly called a rap sheet.

his request is based on a name and date of birth search. There are two types of responses possible:

  • When no record is found for the name and date of birth provided you will receive the following response: "NO MATCH WAS FOUND FOR YOUR REQUEST."
  • When a record is found for the name and date of birth provided, you will receive a record that contains conviction information and pending charges less than one year old. The record provided may belong to another individual with the same or essentially similar name and date of birth, as personal identifiers, name and date of birth, are used to conduct search.

Just an update for the forum members. My dad had an interview after my mom and ran into same issue of fingerprints. He asked the immigration officer about clearance from the state. He was told to get clearance ONLY from the police stations of the cities he lived. 
 

so we got police clearances from the cities where my parents lived. It was easy and done by calling the police stations who prepared the reports after running the names in their local data base. Got the letters and mailed. Parents were approved for oath ceremony appt after receiving the letters to the local immigration office (where the interview was). They are done with the oath. 
 

Summary: only get letters for police clearance from the police stations where one resided as that’s what the immigration is requesting (not from the state).
