Most of the larger airlines fall under the government contractor EO 14043 since they fly government employees or cargo at a discounted rate.  This includes Delta, as well as FedEx, Spirit, American, United, etc.  It's quite the reach, but that's how the Hiden administration is pushing it down to the majors.

What Bastion did at Delta was basically monetarily incentivize his employees, as well as punish the unvaxxed by charging them $200 per month more for health insurance (ironic that the clinically obese and smokers don't have to pay more).  So while he technically isn't going to push the mandate on Delta employees, he essentially DID push them financially a month or two back.

 

Not sure it is irony that the obese or smokers or other bad habits are not charged more.  The whole charge more for not taking the jab may just be a toe in the water, who knows what will come next for the sheep to adhere to.
