St. Albans Vermont USCIS Office [merged threads]

One of our good friends, a girl from the Philippines just received her letter for her interview.  They are sending her to Albany NY for it.  We're puzzled.  She has done everything through the St. Albans Vt. office and now she has to go way downstate.  She live in Malone NY, 185 miles from this office in Albany.  The St. Albans office in Vermont (where my wife went for all of her immigration stuff) is only 75 miles away.  A lot closer.   Is there some reason they would have done this?  Can it be changed?  Is the Vermont office closed or something?  This girl friend even went to Vt. for her bios too.  Has anyone heard anything about this office, because I can't find anything on it, much less any closure.  it was always busier than hell too.

Hello All....

I hope someone can steer me in the right direction here on this small issue.

A good friend of ours is here in NY on a working visa that is currently being changed to her green card visa.  She was directed to go to the Albany NY office for interview.  This is unusual.  She has always gone to the St. Albans Vermont office since she began this process.  A friend of ours said he had heard they had closed the St. Albans office due to some severe building problem.  The big problem is that the Albany NY office is 190 miles away from here and the St. Albans office is only about 70.  This is a serious difference for traveling.  She attended the interview in Albany and the guy asked her why she came to the Albany office too.  Very odd.  He said her area is usually handled by St. Albans Vermont office.  St. Albans is also where she went for her bios last spring.

Has anyone heard anything about the St. Albans office being closed for some reason?  One person said he thought he had heard they had serious sewer problems which required major repairs over the summer.  But this should long be over by now.  Has anyone heard anything??

On a sidebar, she was held up because her employment agency had allowed her EAD to lapse.  This is something she knew nothing about of course because they had always handled it for the last 6 years.  It was news to her.  Anyway, USCIS is going to request a new one be filed on her behalf by the agency who employed her.  She is a professional Physical Therapist here in Malone NY where we all live.  This agency had changed their name at some point recently, to add to the confusion.  They are out of the Philippines too.  My question here is:  is there anything, something, she  should, could do to enhance this process now?  USCIS said they'd contact the agency to straighten it all out but in the mean time, is she able to work or does she have to quit until her EAD is current again?  I guess too, there was an overlap of sorts between the last EAD and their submission of her AOS and they may have assumed that this would not create problems because they assumed she's have her 2 year card by now.  But, as we all know, things got pretty slow in immigration in this country.

So, there you have it.  Once again I turn to the best site on the web for answers.  She's a sweet girl, hard worker, talented, easy going (typical filipina) and we're trying to support her through this.  I hope you can all help with a couple of answers.

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).
